A = Jun 07 cost price less rebate
B = Current month average cost price less rebate
C = Variance to base price expressed in cents per litre
D = Variance to base price expressed as a percentage
E = Fuel cost as a component of overall total costs expressed as a percentage
F = Variance to base price (%) multiplied by fuel component ot total expenses (%) to produce fuel levy applicable
